In the other needs assessment cases, the needs assessment resulted in a specific initiative or program to improve the organization. This case is unique in that although the process and methodology appear to have been proper, there were no programs, or changes implemented as a result of the needs of assessment. This unhappy ending occurred because of management's failure to support the process properly and the reaction to the negative results of the process.
